Electricity Meter Types in Pakistan and How to Read Them

Updated for 2026All DISCO connections7 min read

Electricity meters measure the units your connection uses, and the distribution companies bill from that reading. Pakistan runs three main meter types on domestic and commercial supply: electromechanical disc meters, digital electronic meters, and smart AMI meters. The connection is also either single-phase or three-phase, which sets how much load it can carry. This guide explains each meter, the difference between single-phase and three-phase supply, how time of use meters split peak and off-peak units, and how to read the number that becomes your bill.

Electromechanical meters

Electromechanical meters use a spinning aluminium disc and a mechanical dial. The disc turns faster as you draw more power, and the dials count total units. These are the oldest meters still in service, common on older domestic connections.

Reading one means noting the numbers on the dial from left to right. The reading is cumulative, so the units billed are this month's number minus last month's. WAPDA companies are replacing these with digital meters over time.

Digital electronic meters

Digital electronic meters show the reading on an LCD screen instead of a dial. They are more accurate than disc meters, harder to tamper with, and can store readings for several months. Most new domestic connections now get a digital meter.

The screen usually cycles through the total units, the current load in kilowatts, and any error codes. The units figure, marked kWh, is the one that feeds your bill.

Smart AMI meters

Smart meters, run on Advanced Metering Infrastructure (AMI), send readings to the distribution company automatically over a mobile or radio link. No meter reader visits the property. AMI meters record usage by the hour, support remote disconnection, and cut estimated billing.

DISCOs are rolling out AMI meters to reduce theft and reading errors. On an AMI connection the bill reflects an actual remote reading, so the units consumed match the meter closely each month.

Single-phase and three-phase connections

Single-phase supply carries one live wire and suits most homes, running lights, fans, a fridge and a couple of air conditioners. The connection and its meter are rated for lighter load.

Three-phase supply carries three live wires and handles heavier load: multiple air conditioners, motors, water pumps and workshop equipment. Houses with high demand and most commercial units run three-phase. The meter type matches the phase, and the bill shows which supply you have.

Time of use meters

Time of Use (TOU) meters record peak and off-peak units separately, and each is billed at its own rate. Peak hours cost more. TOU applies to larger domestic loads and commercial connections.

On a TOU bill you see two readings, peak and off-peak, with their own unit counts. Shifting heavy appliances to off-peak hours lowers the total, because those units carry the cheaper rate.

How to read your meter

Read the meter by noting the units figure, then subtract last month's reading to get the units used. On a digital or smart meter, look for the value marked kWh. On a disc meter, read the dials left to right.

Compare your own reading against the units consumed printed on the bill. A large gap can mean an estimated reading or a fault, and it is grounds to raise a complaint with your DISCO.

Tips & things to watch

  • Note your meter reading on the same date each month to track real usage against the billed figure.
  • A billed reading far above your own count often means an estimated bill. Raise it with your DISCO.
  • On a TOU meter, run washing machines and pumps in off-peak hours to pay the lower rate.

Frequently asked questions

Pakistan uses three main types: electromechanical disc meters, digital electronic meters, and smart AMI meters. Connections are also single-phase or three-phase depending on load.

A smart AMI meter is a digital meter on Advanced Metering Infrastructure that sends readings to the DISCO automatically. No reader visits, and it records usage by the hour.

Single-phase carries one live wire for lighter home load. Three-phase carries three live wires for heavy load like multiple air conditioners, pumps and commercial equipment.

Yes. A digital meter is more accurate and harder to tamper with than an electromechanical disc meter, and it stores several months of readings.

Note the kWh figure on the screen or dial, then subtract last month's reading. The result is the units used, which should match the units consumed on your bill.
